Turns out I was wrong.
No one buys a videogame just for that reason alone. And even if these people exist, they're a minority.
So why cheapen those themes with stupid fan service? Game of Thrones had a lot of sex and sexy characters too, but daenerys didn't walk around with her tits out the whole time because it undercuts serious themes.
I have a feeling it definitely helped sales. Unfortunately fan service is rampant in anime (to the detriment of the medium in my opinion) and there's clearly overlap between anime fans and nier fans.
FMA Brotherhood and Hunter x Hunter didn't need ridiculous fan service to be some of the greatest of all time.

But 2B doesn't walk around with her tits out, there's no nudity or sexual references in Nier, and the game doesn't even let you angle the camera to look at 2B's butt unless you're standing in a fairly specific place. It kind of seems like you're blowing this way out of proportion. There's really not as much fan service as you're implying.
Plus the dlc custume. I do love that Taro really makes the otakus work for it though, that’s like Hideaki Anno levels of trolling lol
