Controller is recommended as keyboard/mouse is less than optimally implemented.

I dont think a keyboard works well with it. Been trying to change some keybindings around, but not happy so far.

This... Attacks dont bind well to mouse, nor does look in some scenes. Not sure if the community patch helps or not. Havent installed it yet, as I hate having to work on a product/game to get it to work properly.

Aiming in aerial combat and hacking is a huge pain as well.

YES, i can't hack with mouse :(
The biggest issue with kb&m controls is that, rather than directly controlling the camera like normal, the mouse seems to emulate a right stick. For anyone who owns a steam controller, it feels exactly like playing with the mouse-like joystick controls. While manageable during normal play, it's absolutely unusable with the 2D controls. You can use the keyboard alone in lieu of the mouse during those sections.

So I'd say mouse and keyboard controls are playable, but by no means ideal.

I can't play with Steam Controller too, i don't know if my configuration is bad, but feels bad when i need to move the camera or something with "mouse" on Steam Controller.

The only good way to play NieR for me is an old Xbox 360 Controller...

The Steam controller really takes some work to set up for this game, but I found something that works pretty well for me.

Basically, what I do is have the right pad joystick camera by default, and joystick move while shooting. Shooting also activates the gyroscope. This set up allows me to pretty much handle every situation the game throws at me.

Try it out and see if it works for you:
