This is nonsense.
Learning how to level up is an INTEGRAL part of gameplay.
Even more in Hard.
Use + XP chips (they exist for reasons) and go make machine salad. You need to fight to get all the endings as you need level 99 for one. Plus to finish the Colosseum. Hell, even at level 99 the final colosseum level in the flooded city is a pain.
For stricly finishing the story which is endings A, B, C, D and E you only need to do side quests. If you farm then you end up overleveled and you'll steamroll everything.
If you want to go for ending Y, 100% completion plus colosseums you always got time to level up after you get to ending E, anyway none of these things are part of the story. There hitting 99 is a must because what's left are actually lv99 enemies or colosseum special ranks which are basically challenges about doing absolutely the best, not just passing through.
Flooded city coloseum is a pain because no matter the difficulty setting they built it as a one shot equals death experience. Enemies are way beyond lv99, but have their defenses lowered. No matter what level or defense configuration you're using, one hit will drop the android to the ground, but their lowered defense makes your character hit them like they were lvl99.
It's basically pure platinum style of gameplay: scrap all defense, just focus in a good offense is the best defense and dodge as neccesary without letting them touch you. Counter chip is as well great for this style.
About best leveling way leave it spoiled just in case someone wants to find it by themselves:
No need for +XP chip, though it can be combined with, but don't know if it's worth becuase it's insane how fast it is.
There's a secret boss in the amusement park which it's very high level(lvl99, probably), but can actually be killed using hacking in one single game. it's the golden rabbit in the entrance square, just hit it and it will eventually attack you.
So basically go there with 9S, hit the thing until it gets mad and the hack the hell out of it. Even at lvl90+ will increase your level by 2 when killed by hacking because kills by hacking actually give more XP than killing by any other means.
If you want to to complete the extra DLC challenges and the optional secret boss, sure, you have to level up and farm exp beyond what the story and side quest alone allow you to, but do you have to do it for story? No.
Using sidequests to naturally level up while playing is more than enough, i never went farming for exp when i first played it and simply did the side quests, the result is i ended up finishing the game being at lvl60 in the final fight vs a lvl50 enemy.
Not mandatory, but I would still recommend playing all side quests available as soon as they appear as long as you're around the level of the quest enemies. 80% or more of the side quests of this game DO interact with the main quest and character development offering an expanded view both on characters, lore and world.
They are literally side quests. What many people nowadays is used to, the idea skip past side quests, and do them at the end if you will, they are just filler is a misnomer in the side of developers. They should be called miscellaneous quests: they don't have impact in anything in the game, they just provide a bit of additional "empty" gameplay. Side quests is when they expand the game story and lore besides providing gameplay and the majority of N:A side quests are real.
Fair enough, but the colosseums and Hard is where gameplay choices really matter which is why I mentioned them. For normal and story for all intents and purposes you are invincible once you hoard healing and damage reduction items.
