What you can do is use a save game editor to set your EXP to 0, as that will bring you down to lvl 1 as well.
If you've only got Ending A, The enemies (except certain boss fights) do get a bump in levels from Playthrough B onwards but are only scaled to your level during flight sections sadly.
If you've completed Ending E and have the DLC then you can complete the Flooded City Special Rank to receive Forbidden Fruits which lower your level by 10 levels each so you can essentially start a proper New Game+ with all your gear. The Proof of Oath mask from the Desert Special Rank can also be equipped to prevent you gaining EXP once you've lowered your level.
The Flooded City special rank can be pretty challenging (definitely the most manageable as Beserk A2) but it's an awesome fight and contains some great throwbacks to the original Nier. I loved it so much I bought the DLC for the PC version as well as the PS4 Pro version so I can do it all again on PC. XD
