Since you probably ever ''use'' it when traveling.
I used a +4 Movement Speed and was fine with that. I think it was even possible to win the final stage of the SpeedStar quest as well with it.
Urgh that last race, he alway beat me by like a few milisecond -_-... Got myself 200% evade distance and the 20% movement speed chips just in case, but i still have a hard time.
Didn't play with a2 yet, but i guess that must be in route C But just with 9S/2B i kinda see it.
Actually, it would. I only had the Movement Speed +4 (+12%) plug-in chip when I beat him, and I wasn't even aware that there was an item that granted you bonus movement speed as well.
The trick is to minimize the air time when you fall of that cliff at the beginning, by using a heavy air-to-ground attack and then dashing immediately before hitting the ground. This keeps your running speed up to 100% throughout the whole race.
I believe I won over him with around 50-100ms at most, but that was simply by running and dashing only after a fall or jump.
Edit: That whole chain of quests where actually the first one I beat, at like lvl 10 or something like that.
