Bugs/issues is unchanged, as the GOTY edition doesn’t modify anything with the actual game itself. It’s solely a repackaged edition that adds the two new wallpapers as well as lets new purchasers buy the previously pre-order/early purchased exclusive bonus cosmetics.

Unless you are missing the pre-order DLC, you've got it right.
PS4 owners also gets some avatars and a dynamic theme as well, but otherwise it’s the same as the PC GOTY edition (the wallpapers are PC’s replacements for the avatars and dynamic theme the PS4 copy receives).
There can always be worse, today I have learned that Dead or alive 6 will sell a season pass 1 90 euros/$ , now I'm less mad at Tekken 7 second season pass at 30$ even if in both case it's garbage.

Except that existing owners can’t purchase the GOTY package and it is overall priced cheaper than the base game + DLC combined have historically been when on sale.
Other than the theme(which as i said is only on PS4), the same applies on PC as well: GOTY contains base game + DLC + GOTY exclusive items, and the DLC does not have any of the GOTY exclusive stuff
