Download and install FAR,[github.com]

Aemony's guide is also available if you're new to all of this.

Nothing.

FAR fixes the cutscene stuttering bug
The game uses an ineffective way to sleep the render thread during cutscene segments that results in cutscene stutter occasionally or constantly. A previous fix (NieRepack) involved converting the 30 FPS cutscenes into 60 FPS using frame interpolation. However this is a time-consuming method that required hours to complete. FAR now includes a better sleep method (so called busy-wait) that makes the conversion method unnecessary.

This feature is enabled by default.

^ From Aemony's guide.

I would also highly recommend you to turn down Global Illumination. As that setting is set to Ultra by default and can't be changed unless FAR is installed.

Minor note is that the cutscenes will still be 30 FPS. You just won't have to experience the additional stuttering caused by the ineffective default frame limiter of the game.

If you want motion interpolated 60 FPS cutscenes you'll have to use Vidsquish, but the re-encoding takes a ton of hours to complete, even on a high-end i7 CPU.
