Yeah not a great port as is but after fixes & mods I'm liking the PC version more.
I used to play with a GTX 960 and FX 6300, so yes
GTX 1050 Ti with the FAR mod should be able to run the game better than PS4 Pro, I think. You'll just have to be sure to lower the global illumination quality using FAR, and disable the Anti-Aliasing option of the game (is pure MSAA) while leaving Ambient Occlusion enabled (uses SMAA).
The dedicated AA setting is pure MSAA.
PS4 Pro uses the same or a lower quality of the SMAA filter baked into the AO setting.
Either way you go about it, whether PC or PS4, it's the same game. PC version will look a bit better though on the higher settings
