You will eventually pick one up as you play the game. chips can be bought, obtained as quest rewards, found in chests or got from certain enemies. i think you can get this one from enemies in the forest area
Emil sells them IIRC, but the best source still is loot. It´s the only way to get special small chips. The ones that Emil have are way too bulky.
All Heal chips have their pros and cons. There is no "best" chip. For example if you combine a melee shield and a 6+ Auto-heal you usually have time enough to heal properly.
The only really tricky part of healing in the game is deciding how to deal with A2 Berserk´s mode quirk.
Farm and fuse the optimal chips.

In Normal anything goes, really. You can just put Auto-heal, extra damage for close and long range combat and it´s ok.
On hard (and the colosseums of the DLC) it´s another story. Be sure to save often so that in the rare ocasions you die without retrieving your body you aren´t ♥♥♥♥♥♥. Rare chips are VERY valuable.
