It is. That quest is the only one I never actually bothered to finish. I got it up to 94 or 95% but it still didn't accept me turning it in, probably because I was still missing a certain type of a certain enemy.
I honestly couldn't be bothered at that point and just called it a day.
Edit: Also, use a wiki and compare your unlocked enemy types to the one on the wiki.
Besides that... well do some exploring, specially in the forest kingdom. Father Servo forms are also relevant, you need to beat him in all shapes
It's also really more annoying as some each type of enemy have a different sub-types. eg. a small biped in the desert could have a sword, a gun, or none, and you have to fight all of them.
