Square Enix provided the money and ressources and hired Platinum to make the game for them.
That is the normal developer - publisher relationship.
In this case the publisher financed the whole project in the first place and just hired the developer to make the game for them. So Square are credited as the developer. They spend the money, they wrote the script, they hired the director. Platinum only worked on contract for Square, not on their own accord.
This case is very similar to Quantum Break, yet the name of Remedy Entertainment as devloper is there.
In Quantum Break´s case the idea and the script for the game still came from Remedy Entertainment.
In case of Nier Automata Platinum did nothing but the programming.
They did not write the story, or how the game would play, did not design the world or artstyle, NOTHING. All that came from Square Enix under direction of Yoko Taro.
Platinum programmed the game, thats it.
Square Enix Japan approached Yoko Taro regarding making another NieR/Yoko Taro game (Square Enix is the sole owner of the NieR intellectual property). Taro happened to be in contact with Platinum Games regarding creating something entirely else at the time. Since Taro and Platinum were already in contact, Square and Taro decided to just use them to create the game.
Most of the gameplay is entirely Platinum Games, however the story, character, etc, is mostly from Yoko Taro and his own team. Both of these (Platinum + Yoko's team) were contracted by Square Enix to create another NieR title.
The "developers" is Platinum Games, in the most used definition of the word (where it equals the programmers or studios that actually programmed the title). But as I mentioned Square Enix Europe seems to be in control of the Steam store front. These are a separate entity from Square Enix Japan that developed the game.
Basically, blame whoever you want for whatever reason you'd like.
