It might be the post-processing on your TV. Some TVs add noise when they upscale a source to 1080p or 4K (the PS4 version runs the game in 1600x900, so below 1080p).
You might want to enable Game Mode on your TV and see if that solves it. If it does, then it's definitely your TV.
no lol im thinking about rebuying it on pc. cause of those super sexy nude mods but im wondering if its grainy-ish on pc as well.
As for those "super sexy nude mods", ugh, any fanart you find online is more attractive than those texture mods. They're *not* worth it, and only distracts from the rest of the game.

Holy ♥♥♥♥, that looks ugly. That's why you shouldn't shine a spotlight on a turd. It's still a turd, it just glows a bit more and you can see the ugly details easier.
Also, I really dislike how every ReShade preset creator throws around words like HDR and Photorealistic as if it would somehow enhance their ugly presets to the next level.
