Okay. so the good news is, turns out my crashing had nothing to do with the game. Which doesn't make any sense but the problem was actually this Payday 2 update that started in the background. It froze my game the first time. Then I hard reset my computer by pressing the power button which caused the payday 2 update to restart once I started up steam again. Then the update froze the game a second time once I managed to make it back to the amusement park, which took longer the second time because I spent extra time at the camp frantically looking over all the items and such that I may have lost from the crash.
Why the payday 2 update was the issue? I have absolutely no idea because I know zilch about computers but ye. Time to turn off downloads while ingame.
So while the download itself weren't the issue, the installation of the update probably caused your CPU and HDD to hit the roof, which had a negative effect on NieR:Automata while it was trying to stream data from the HDD to the game.
