NieR: Automata takes place 11945-03-10. So the final part of the DLC name is most likely a timestamp in the history of the game maybe? That would place it about 6 months before the start of the game, which would explain why it is playable using 2B as well. Maybe the DLC or the follow-ups will include additional story content in the form of a mission where 2B is forced to kill 9S one time?

1 is ascii for start of heading, D is carriage return (enter key/new line, however you want to think about it). Either that or 1D for group separator.
119440927 is most likely the actual "heading" of the message, and is analyzed by people above.
"09/27/11944", which is a date from a collaboration music video called "Deserving of Life" by Amasarashi. The date is directly referenced in the beginning.

it's easy to understand
The 1D ASCII group separator control code is meant to separate data tables in very old database systems stored on serial storage.
If we ignore the fact that we're intermingling hex representation of ASCII character codes with literal numeral characters for moment, then "3C3C1D119440927" can read as a group of "<<" followed by a group of "119440927". "<<" probably just means "far before" here and the group separator is used as a kind of reading pause.
In other words: "Far before -- on 09/27/11944"
Another option is that 3C3C1D is a control code for code diffing, where << means insert from right (new) to left (old) and >> would mean the reverse. In that case the title would stand for "insert at 09/27/11944"
