.USM video parsing
So I decided to parse open the USM files to see if maybe it was the video itself causing the weird choppiness. It's not. They all play fine at their 30FPS in MPC after parsing, so the video data is sound. Something in the game itself is causing this to occur.

Of all the ones I have bothered to check, there is no sound data inherently stored within them. Pure video at 1600x904 30p.
Color space : YUV
Chroma subsampling : 4:2:0 (Gross :I)

I can only speculate at this point as to it being something either in the background with the game loading assets and setting up the scene behind it that it's supposed to end on with your character and scene reflecting the end of the FMV, possibly the game having sync issues with the audio to the video itself, or just timing in general. Aside from this, I don't know. Perhaps the USM parser in the game itself?
