What needs to be done on top of the water tower?

After getting the earth element am supposed to get out of the room to go put sand via the electric cars in the previous area. Suposedly this should get me to open the iron bars blocking me from going further. Well - I can't get out. -_- The wagon moving with air element stops halfway, and from there only returns back no matter which way I'm facing when blowing air. This is frustrating AF. The game lacks clear directions and I've come this far figuring everything by trial and error but seriously, this ga...
