I've also tried running it with steam in offline mode, anti virus disabled, and even moved the installation from my SSD to my HDD and still no change.
I bit the bullet and did a backup of all my games and save data and did a full uninstall and registry removal of steam https://support.steampowered.com/kb_article.php?ref=9609-OBMP-2526, reboot, fresh install, and it seem to be working fine now.
I have no idea why this didn't seem to affect any other games that I tested. Sorry for the trouble.
I'm glad to see you managed to find the cause of the issue though!
Looking at my app list, the only thing that's been installed in the last few days are some MS Visual C++ Redistributables and flash player. Could one of these be causing the issue?
Edit: Uninstalling the "Microsoft Visual C++ 2015-2019 Redistributable (x86) - 14.22.27821" seems to fix the issue. I'm assuming another game installs that when I try to play it.
