This is on Steam Deck FYI, not sure if that changes things.
EDIT: Reddit figured it out, the linux version isn't updated yet, so you have to force install the Windows version by selecting a proton version prior to installation.
go to the dusk hd page.
go down to where it says "DUSK HD is in your steam library" then click play.
an option menu should pop up for if you want to play DUSK, DUSK HD, DUSKWORLD.
when you do that you can now play dusk hd with out having to go to the DLC page
