Have you tried some troubleshooting steps already and if yes, which ones?
First i'd try to verify the game files or re-reinstall the game outright. Might just be a broken game file.

I don't have DirectX apparently but I thought I did. I'll download that.
I've re-installed the game before but had the same issue happen.
I'll try DirectX and troubleshooting from now on. Already verified the game files.
I can only think of basic trouble-shooting steps, like going to your laptop manufacturer's website and check for driver-updates (chipset, graphics, etc). I'm assuming, that you're on a laptop without a dedicated GPU.
While you wait for the dev to process your log-file, you could also temporarily disable your antivirus and perform a clean boot of Windows, to at least rule out 3rd-party programs or OEM bloatware creating some kind of weird conflict:

You can revert those changes, once you're done testing. IMPORTANT: Keep all Microsoft and Intel graphics-related services enabled!
You can also try disable DVR and game mode[obsproject.com] in WIndows, though they're unlikely the culprit. I'm shooting at the dark at this point.

Just for further clarification, I copy/pasted that -logfile output_log.txt code into the launch options for the game. This is the correct step, right? Just wanna make sure.
