If you're talking about Classic - the original - then what you have purchased there is not transferable because that and this are effectively two different titles.
If you mean Call of the Wild then why would you buy the 2019 edition if you already own it? You'd only need to buy the DLC differences.
To answer your second question, it may be cheaper to buy the 2019 bundle if the base game is automatically removed from the bundle price. Some games give you an extra copy, some remove duplicates and change the price accordingly.
