The Hunter™ vs the 2019 Edition
I have a lot of gear I purchased in the original game. Would the 2019 edition of CotW retain my goods or would I have to start over/accept whatever DLC is offered?

I noticed no-one answered this and probably because no-one is quite sure what you're asking. So I'll take a guess...

If you're talking about Classic - the original - then what you have purchased there is not transferable because that and this are effectively two different titles.

If you mean Call of the Wild then why would you buy the 2019 edition if you already own it? You'd only need to buy the DLC differences.

"TheHunter" (aka "TheHunter:Classic") and "TheHunter:Call of the Wild" are completely different games. You would not retain anything from "TheHunter:Classic". Call of the wild has its own DLC packs and there are quite a few of them.

To answer your second question, it may be cheaper to buy the 2019 bundle if the base game is automatically removed from the bundle price. Some games give you an extra copy, some remove duplicates and change the price accordingly.
