Small can contain any loot that fits inside.
Medium can fit one chest inside.
Big can fit 2 chests inside.

The boat can fit one chest plus the one in the rack, which is definitely more space than before if it's a metal chest.
The car rack takes two metal chests, given that you can stow around 5 or 6 in the Rager that's a significant extension too.
Now metal chests aren't so hard to craft once you find a lead plate and nails.
So it's not a bug but intentional.
