Report a translation problem
1. Largely reducing a character's impact on server AND client performance so there can be a lot of AI characters on the island (additional to the targeted 100 player characters max); go to singleplayer and spawn a couple of bp_prisoner and see how your frame rate goes down - and there's not even a "real" server connection involved; AI will drastically increase CPU load too so this also will have to be optimized
2. developing proper AI algorithms as NPCs should be able to interact with world and players in a way it "feels" good. Not only would you have to train the AI in fighting players but also in being able to walk over the map, open doors, drive cars and such things; of course, you could script these NPCs to do the things you want but unless it's not a "simple" vendor that probably barely moves or is making own decisions it would probably not be the optimum for a game that size and complexity so you're probably not wasting the time for scripts and start researching AI.
I'm personally under the impression that the devs are probably bringing deep learning AI into the game but that means collecting massive amounts of data over a long period of time in order to train it. Not sure about that but it would probably make sense for the final product.
As you can see, NPCs are probably nothing that's coming into the game real soon. Maybe some "simple" vendors that trade food for cigarettes or something.
