Vehicle spawn settings issue or not understanding how settings work?

Vehicles settings have an issue, or I don’t understand the settings. On one of the servers I help run, I have the following configuration for all 4-wheel vehicles.

Max = 60
Max Functional = 25
Min trader Reserved = 10

I would assume this means 50 total will be on the map. 25 will spawn with engines, 25 will spawn without, and 10 are reserved for the traders only.

If I do the following command “#ListSpawnedVehicles true” it lists out all current vehicles on the map. If we focus on the Ragers only I would expect 50 to return, 25 with an engine and 25 without.

With this command 50 do return as expected. However, when I teleport to each of them this is what I find.

11 are owned by players (all fully put together with engines)
4 on the map have engines that are not yet owned
35 on the map with no engines

This is a total of 50, but the problem is its not 25 and 25 as I would expect. Why would there but such a disproportionate amount of no engines vs engines?

*no vehicles have been spawned though commands and based on logging 1 engine only has been purchased.

Hello :), Here's a little explanation about the spawners and settings for vehicles:

scum.LaikaMaxAmount= MaxFunctional + how many will spawn without engine scum.LaikaMaxFunctionalAmount= MinPurchased + How many cars will spawn with engine scum.LaikaMinPurchasedAmount= how many laikas or engines you can buy 

Theoretically, if you put: 

scum.LaikaMaxAmount=5 
scum.LaikaMaxFunctionalAmount=15 
scum.LaikaMinPurchasedAmount=10 

It's automatically scaled to: 

scum.LaikaMaxAmount=15 
scum.LaikaMaxFunctionalAmount=15 
scum.LaikaMinPurchasedAmount=10 

But if you want all vehicles to be spawned with engine, you need to have maxAmount + maxFunctional equal.
But if you have all 3 equal, then you can only buy vehicles.

The ones that you can buy are part of the max functional.

So in your case 10 of the 25 with engines are store bought which leaves 15 total to be found with engines.

10 bought+15 found=25 max functional vehicles

Yes store bought are rides/engine
