SCUM
Editing the ServerSettings.ini file fixed some tricky issues.

This is my first time modifying ServerSettings.ini to increase the number of zombies. It feels like changing this file works better than adjusting settings in the game. After modifying this file, I found that the bug where zombies didn’t react when shot is actually fixed. I played for half an hour and didn’t encounter the issue. I suspect that the problem of zombies not reacting to bullets might be related to the scum.EncounterCharacterAINoiseResponseRadiusMultiplier command.

Much better than before, but not completely fixed—some zombies at a distance still don't react when hit.
Nope, the bug where zombies don’t react when hit by bullets still exists........
Your issue is likely this "Enable Encounter Manager Low Player Count Mode*" set that to OFF ingame under serversettings. or if you are modifing ServerSetting.ini have it as below

scum.EnableEncounterManagerLowPlayerCountMode=False

having that to True or On = awfull time in scum you its like playing on an emphty server where puppets is just beyound pointless

It seems like what you said, 99% of zombies react when shot from a distance.
