Indeed, as said this is by design. Open Lid containers will spill the content if put into an inventory. Transporting water over longer distances is best done with closed containers like Gasoline canisters or other larger Closed Containers to the content does not spill.
The devs when they created the water cans and buckets decided that we cannot store them with any liguid in them.
That just is how it is....
The op posted it as a bug which it is not. It is as design, does it make sense HELL NO!
Soda cans, energy drink cans are open top but we can store those with liquid yes. Why Who knows!
It does not make sense at all why some can and some can't. It is an over site at the very least!
Suggestions is where you post the changes you want!

Its not a bug it has animal skin on top of it but its not water proof and will spil, the water bucket is intended for holding it in hands and transporting water while you hodl it in hands if you put it anywhere in a chest it will spil. Like Deathwisper said you have the gasoline tank that has a lid that can be closed if you want to transport water for longer distances.
