The empty bag bug?
I was filling the base block by using sand bag and it must drop empty bag, right? But it didn't. Is it a bug?

the bags wear down when you fill the base block ( haven't used sand bags in awhile but pretty sure they only have 10 uses), you probably used the bag up

I'm quite sure that there is no empty bag left (100% durability). It just gone but my friend who is party leader can fill it with the empty bag left on the ground and other members cannot get the empty bag back as me.

You say your party leader can use it to fill the sand block and your other members can't give it back to you. Are you saying the bag is there and you can't see it? Or do the bags disappear when you use them but your squad can use them and they drop as an empty bag?

Everyone except the party leader didn't get the empty bag back and it just disappear. No one can see it.

It's possible the empty bag was placed inside, under, or behind something else (the sand block, a wall, etc) and seemed to disappear. This sometimes happens. It's happened to me when building them. When I'm building mine I stand back from the blocks so there is room for the empty bags to spawn on the ground between me and the blocks.

The fact that your squad leader got the empty bag back seems to indicate it's working as it's supposed to from the server side and his client. Maybe something on your and the other squad members end?

You could try these to see if it helps:

-Verify your game files through the Steam client.
(If it finds an issue and re-downloads something, verify again before trying to connect.)
-Update EAC from C:\Program Files (x86)\Steam\steamapps\common\SCUM\EasyAntiCheat
(Use the setup program in that folder.)
-Delete the 'Saved' folder from C:\Users\%Username%\AppData\Local\SCUM
(AppData is hidden by default, so make sure Windows is set to show hidden files.)
-Make sure Windows and your drivers are updated, especially your graphics card. Even if it's current, a reinstall may reset something that has been changed since they were initially installed, and it can't hurt.

If it still happens some video would really help the devs and confirm it.
