Electrician tools vs. Electric repair kit

Would it be possible that you could use these both for the same purpose, like crafting the detonators? The E repair kit seems a lot more rare, so it's kinda frustrating you can't make things you want. I mean, the descriptions are kinda similar:

Tools: All tools needed to work on electric components"
Repair kit: Tools used to fix malfunctions in electrical equipment"

I think they do this for balancing. It lets them increase or decrease the bomb making tools without having it also affect the ability to repair night vision goggles and vice-versa. Just my guess.

What mark said is close to the truth, when we add electricity to the game these items will see more use, and most likely given a craftable option like with toolboxes.
