Report a translation problem
Steps for this procedure, courtesy of the SCUM devs:
close SCUM
open Command Prompt (do not run as administrator)
then, open File Explorer and go to C:\Program Files(x86)\Steam\steamapps\common\SCUM\EasyAntiCheat
click and drag EasyAntiCheat_Setup.exe into the Command Prompt box
press Spacebar once to add a single space
then, in File Explorer go to C:\Program Files(x86)\Steam\steamapps\common\SCUM
open INSTALLSCRIPT.vdf
from the line "command 1" "install letters+numbers", copy the "install numbers+letters" part without quotation marks
paste this into Command Prompt
if all is done correctly, the line in Command Prompt should now look like this :
"C:\Program Files (x86)\Steam\steamapps\common\SCUM\EasyAntiCheat\EasyAntiCheat_Setup.exe" install 09841e3c098d491b960ae214dd49808a
hit Enter, and approve the action (UAC prompt)
a window will flash and disappear (this is normal)
nothing else will happen, you are done with this step
try the game
Have you checked that all system drivers are up to date?
Manually delete the following folder:
D:\Steam\steamapps\common\SCUM\EasyAntiCheat
Once the "EasyAntiCheat" folder has been completely deleted, verify the game files again and try to start the game again.
Manually deleting the EAC folder in the game directory usually fixes this. Your specific situation doesn't sound easy to replicate. It's difficult from remote diagnosis like this. When you deleted the EAC folder and did the file verification did it re-download the EAC files?
You might also make sure Windows Defender isn't blocking EAC. Even if it isn't I'd add both EAC and Scum to the whitelist.

Unfortunately, as far as EAC is concerned, I haven't been able to find any further information that could suggest the cause of the problem. But the search continues.
