Viruses, Trojans and worms are malicious software elements that can nest anywhere, no matter where on the PC.
Downloads from dubious sources in particular can cause problems, even if the download was intended for something else.
The best thing to do here is to move the source in question into quarantine and let Windows Defender or a corresponding antivirus system carry out a check.
If no further findings are found, verify the game files via the Steam library.

The "Scum.exe" file keeps downloading infected FROM the Steam library.
Could be a false positive from Avast Software[www.avast.com].
I'll mark it as such and create an exception rule for it.
I fully trust in the Steam library.

Unfortunately, such "false positives" can occur because codes can be very similar and thus be shown as a "positive" finding even though only a fraction of them appear identical.
As you have explained nicely, an exception rule (Or whitelist) is the best solution here.

would you say it's the same story when one installs the game on a new machine, runs it the first time just fine, no AV warning whatsoever...
the next day they try to run it and get the AV-warning?
happened in my case, no update between or anything that would explain how it worked last night but not today =/
This can happen at any time during real-time checks or after software updates for security. But as long as you got the game from a legitimate source, you don't need to worry.
Simply whitelist the game to end this problem. :)
Antivirus databases (commonly known as "Virus Definitions") updates daily, even up to 2 or 3 times per day in some cases.
In your example: yesterday Avast did not detect it but now with a new Virus Definition it will, even though the Scum.exe file remains the same.
