Failed to open descriptor file '../../SCUM.uproject'

Hello!
I need some help with this problem. (Problem written in the title)

I've tried to get some help from different people.
And this is a list of things that I have tried:
1. Uninstall ALL microsoft visual c++ redist
2. Install redist 2015 x64 & x86
3. Install DirextX End-User Runtimes (June 2010)
4. Reinstalling the game 2-3 times after doing some of the above things.
5. Rebooting my pc multiple times after installing and reinstalling some of the above things.

I have the same problem for most if not all UE4 runned games.
List of games that I own that runs with UE4
1. Squad (first off didn't work and then after some time somehow magicly works) haven't really played it since I didn't like it.
2. Fortnite (don't work)
3. PUBG (don't work)
4. SCUM (don't work)

My pc rig:
Intel Core i5-4460 3.20GHz
16GB Ram
64-bit windows 7 home premium
NVIDIA GeForce GTX 1060 3GB
(C: drive) 120GB SSD for the system
(E: drive) 1TB for most of the installations of programs and games (Steam is installed here)
(F: drive) 500GB for some of the games I have which doesn't require as much space as others
(G: drive) 2TB as main use for games that tends to require a lot of space


I have uninstalled Epic Launcher together with Fortnite since it didn't work and I've also uninstalled PUBG through steam since that didn't work aswell.
