EAC Untrusted system file normaliz.dll
One of our players has the following problem.
If he trys to start scum, he recived the message from SCUM.exe
The application could not be started correctly (0xc000007b)
Click OK to close the application.

Followed by the message from EAC
Untrusted system file (C:\Windows\System32\normaliz.dll)
We tryed:
new installation of scum
check Virusscanner
sfc /scannow
Check and repair files with Steam
check for Windows Updates
Repair EAC files with EAC setup.exe
Uninstall EAC and reinstall EAC
check normaliz.dll file for size with other computers to check if corrupted
Check and repair files with Steam again
deleted EAC follder
Check and repair files with Steam again

Nothing works ...

Then we deleted only the Certificate follder in EAC and he could join the server for a few seconds.
Then he got kicked again by EAC

He didn't change anything at his system since last time he played scum (2days ago)

Any further ideas to solve this problem?

Tell them to roll back the last windows update they did. That should sort you. 0xc000007b error is most commonly occurs when you update windows and there's a corrupt file or incompatibility with versions of C++ or MS's .net framework. Basically they have to solve what is fubar in Windows and then they're off to the races again.
