Have you tested other games that are equaly demanding?
Have you tested with Afterburner off?
Are both coolers rotating?
Is the grill clean?
1) You can try setting a custom fan curve in afterburner if you haven't already, something a bit more aggressive.
2) Blow out the GPU with compressed air, just make sure you the computer is off/unplugged and hold the fans in place so you don't over-spin them.
3) You may have already done this, but lower graphic settings.
4) Take the side off of your case if it's enclosed to get more cool air in there.
Once you are sure it isn't a bad fan remove your graphics card from the case and clean out the heatsink fins, they are probably clogged with dust. Additionally, you may consider removing the heatsink altogether and replacing the thermal compound.

ArmA III runs well.
Afterburner off scares me as I don't hear my fans whir up.
i stick my finger on the fans and they are both spinning.
No dust or debris in the grill.
3) I have to set my FPS limit to 60 and resolution scale to 80 to get 75c. Which is fine and all. But if I forget to do that, just booting to the main menu runs my GPU so hot.
4) The side of my case has an extra slot for another fan. I may hook it up.
I may have to replace thermal compound in this instance. Any good tutorials?

It's not a complex process, just take your time and be careful. The biggest risk is damaging traces or components on the printed circuit board with the screwdriver.

Afterburner should tell you the temps on standard profile too. Better turn it off completely and check the temps with CPUID HWMonitor. This should give you a lot more insight.
How do you know that the grill is clean if you had to check the coolers with your fingers? Maybe turn on the light and actually have a look :P
If other games actually run well it should be something SCUM specific. The usual stuff will probably not help then. Try it with afterburner off and double check that other games don't cause trouble too. SCUM makes use of as much resource as it can, but 85C° in starting screen is just wrong. Something is off. My guess is you have damaged your GPU but then it shouldn't just be SCUM wich causes overheating.

Another possibility is you have set your fan curve wrong. Turn afterburner off and check temps with CPUID.
Though, that would only make sense if you'd also play on a slow monitor like I do.
