I want to clarify this up front, nothing like that was "promised."

There was an ideas game in which ideas were thrown around, which seemed more like a bit of fun than an actual concept.
I haven't seen an official announcement that there will definitely be such content, and I don't know of one either.
It would be best to give a link here where you got this "promise" from. :)

But apart from that, the Suggestions sub forum is of course available to you like everyone else, where you can submit your ideas and suggestions.

I vividly remember a Scum post that was..pre-trader release with 2 Prostitute WIP-arts of the most fugly ♥♥♥♥♥♥♥♥♥♥ female and male models ever.

But it was the same post that had WIP art of Traders having a Gang Leader "Boss" and Guards and a Jail....

I know which posts you are referring to, but they were concept artworks, there is no guarantee that they will be included in the game and that often depends on a lot of factors.
But it can also apply to WIPs that they are not included in the end because they simply cannot be implemented or there are other reasons against it.

Development often brings with it a large number of possibilities that come to the table during development, but not all of them can be implemented or only later.

I agree to a point, even though its supposed to be a supermax openworld survival game, atleast I think it is still, isnt it?
