Yes you can turn an aircraft on the ground. With differential toe brakes.
Edit, your avarage crop duster weighs 2000 kg (2 tons) ((your avarage car))
an actual biplane weighs half that. SO.... Yes you should be able to push them around (and turn them around from the tail section)
Sometimes I do have cut some trees to be able to turn it depending where I land.
It works just like in real life!
Besides rudder response being enabled by speed, it should also be enabled by full throttle. That's because the prop-wash blowing back so hard from the full spinning propeller could be enough to get the tail to swing sooner rather than later.

yes the rudder Q and E, the rudder of course but have u tested this in game? it doesnt turn unless u get up some speed it needs that prop wash to affect the rudder and at that much throttle u go too fast dont have room to turn it on the ground by the time the prop wash hits the rudder and it starts to turn.
your left with only F Nudging at the wingtip Ive found best, but still... takes a long time.
needs tweaking, even if its fakey, gotta have turn capability on the ground especially given the narrow n short landing strips.

this ones impossible to get to enough speed to get it to turn on the ground w/out crashing it.
it will steer with rudder (Q and E) (A and D are ailerons) but not till its prop wash is strong enough from fwd speed and by then your crashing it or u abort an take off again.
u have to get out and nudge it with F like 1500times. ime- at the wingtips remembering left and right are as u were in the seat.
if u land do as much as a turn as u can while stopping. makes it less nudging to get turned around
