Above all, it depends on which zone you are in. The wilderness is a low danger level. Puppets will only appear here very rarely. The wilderness is, so to speak, one of the safest zones for players because they can act much more safely there.
Cities and villages are different. Volume makes a difference here and the presence alone is usually enough to attract puppets to the area. It is important to proceed carefully and carefully here, because puppets can reach the village at any time and pose a danger there. But hordes can also be triggered and pose a greater threat.
Military and guarded POI's are the most critical. Here the chance of a horde and also of puppets is generally highest and you should enter it well prepared. Proceeding quietly is just as important as always keeping an eye on escape routes.
So it depends on where you are. Villages therefore have a clear danger emanating from them, which means that peace and quiet in the wilderness is a good way to find some peace and quiet, although not 100% safety. In a larger village near the B2 airport, I was caught by a group while I was resting in the adjacent wilderness near the foot of the mountains.
Puppets move from outside or hidden areas away from the player into the vicinity of the position. You shouldn't forget that you are a prisoner on a reality TV show prison island and the puppets are controlled dead bodies reanimated using a high-tech chip and can be moved to the player in groups. Especially when you less expect it.
There is definitely a danger when entering POIs and especially buildings, as these restrict a lot of the view and, worse still, make escape extremely difficult.

fair enough if they are "activated" after you come , so on so on....this means nothing else but the old sleeping pupets to me -,-

sorry...all this is just another silly excuse to defend that misery spawn...
no, it's not related to story of being a prisoner and they bring things upon you...it is simply a broken spawn mechanic
the story would make sense if you still could see / hear them coming or so ! NOT when you check everything and ....well, they just appear after that out of NOWHERE -,-
it's a big difference...between them COMING and them just...APPEARING

they need to arrive in a cargo drop or so then !
still, visible in time, not magically spawn, would make sense that "tec1 sent them" and no problems anymore with the lack of realism

I'd have to take a look myself first, I haven't really dealt with the settings for the hordes and puppets yet except for a few tests here and there.
I wouldn't touch anything "encounter horde" and see how it goes.
this new puppet system isn`t working well for everyone, if only they would let those in single player mode go back to using the other system, after all it`s only one player on that server, right now in single player i have the puppets off, they don`t spawn at all and i actually enjoy that, unlike in multiplayer where i`m always stressed and never a break, it would be nice to beat 1 or 2 waves of puppets and then not see another one for 10 to 15 minutes, you know you earn a break so the game allows you a chance to rest and loot in peace, i noticed a couple of days ago i was playing scum with my heart rate monitor on, it was showing my heart rate at 195 bpm even during real life fights it never got that high, between that and my slow reflexes, i sometimes struggle with multiple puppets in scum, and i`m old as well so heart attacks are probably something i should try to avoid.
Yeah... or they could make it happen mostly during the night time. At least that would make more sense - not to mention we could adjust the night time duration, and everyone would be fine tweaking to their preferences

on top of that, all this look like exceptions...happen from time to time...which is not the point
the point is main spawns, the majority
can't claim the system is good and works properly just because 1 in 100 spawns looks ok enough
Are you playing in single player or are you multiplaying on a server official/private.
Private servers can adjust the spawn settings.
Also how many players were on was that server empty or a lot of players on at that time.
There is a puppet spawn cap. It limits how many can be on at a time.
I just came back after a long while, only been at this a couple of days. So I'm new to this version.
At a hunting camp, in a tower, I noticed that they are spawning in at less than 50m. There is a big field around half of the 360, and they aren't running across it. So, them spawning nearby is indeed what is happening. but they aren't just spawning behind you; you're not seeing them pop in due to obstructions.
