might be on a priavte server with weird settings
I just experienced the same thing. It says you can rest, or eat good food, or smoke to recover. I tried the resting and the C1 exhaustion recovers very, very slow. I tried eating some good food and resting and it was still slow. The bad thing was the server did the automatic restart and the recovery bar started back at the beginning and I lost all that I had gained.
You cannot traverse even 1 square of map in a half hour while jogging and not running now. Especially with amount of puppets rework.
@dreik1ng, I agree with you, there was nothing wrong with the last system. It made sense.
I just spent about 3 hours with a new character (straight 3 in all attributes) jogging from B4 to the town in B2 and then down to the south end of the train tracks in A2 and didn't have to rest once.
It depends on a couple of things.
Melee will exhaust you faster along with running.
Having a higher than vanilla puppet setting on a server that you are starting on also means your doing more fighting so exhaustion will be gained fater due to the increased fighting!

I feel like it is now what it was before-when they introduced fatigue a lot of people complained so they nerfed it and now it is called exhaustion but I fel they completely removed the nerf and reverted it back to what it was prior but worse.
Granted, I'm testing things in single player, but I just did another round of bunker/naval yard runs, fighting puppets with melee since I haven't found a lot of ammo yet, and carrying loot the whole time and had none when I ended the session. Coffee when I find one and snacking as I go seems to do it for me.
I think a lot of people may be dropping CON for other things and that is making it worse. No way to know unless people list it though.
Pay particular attention to the loading of the characters. If you constantly carry too much around, the character will tire quickly. Within the overview (press Shift Q for the medical tab and switch to the overview) , you will find more information about the performance evaluation.
You will achieve good results above all if your performance rating is at least over 50%. If you have too much load permanently and you are only at 20%-25% performance, that means that 75%-80% more performance must be applied, which is quite a burden on the metabolism and tires the body quickly.
I achieved optimal results above all at around 65% and within the framework of the carrying capacity, i.e. a maximum of +5kg above the maximum carrying capacity, because this way you can always increase your strength in normal everyday life without tiring too quickly.
The best recovery comes from eating quality food and a combination of resting. Normally you can have a good rest here while you are preparing the food and so you can use these breaks sensibly over the course of the game. :)
After ~2-3h doing this and on c2 exhaust I have to rest/sleep/ log out for ~3h to recover - that's ♥♥♥♥♥♥♥♥. It's the same ♥♥♥♥♥♥♥♥ as it was when starting with the fatigue thing, and players justified been upset about it. Giving it a new name doesn't change the fact that it's annoying ♥♥♥♥♥♥♥♥. I want to play, not watch a resting char, nor log out because the game says my char has to rest.
