These are the digital locks for the so-called kill boxes, as already mentioned here. These are very demanding challenges where you have to overcome a series of fuses in a superlative time-limited challenge.
The key cards are what you need to access these boxes. You can find these in lockers across the island. Once you've found one of the green keycards, look at the card to see which sector it is for. As you have probably already noticed, there is only one bunker for each sector, so it is relatively easy to find it.
If you are going to fight a killbox, you should equip yourself well beforehand. Cable cutters, gas mask, at best a bit of armor, burglary tools such as screwdrivers, lock picks and protection in the form of rubber gloves. A kill box is intentionally difficult and will not make it easy for you to get the coveted rewards that await you at the end of the obstacles.
However, you can practice both of the required mini-games beforehand by building the practice bomb and the practice board for opening locks. With these you then build up a certain feeling for these mechanisms in order to be able to survive better in the killbox.

Keycard is random. If you find a keycard hover with the mouse over it and it will tell you for what bunker it is meant. There are 25 Sectors each with one Bunker.
It can happen from time to time that it seems so but it is completly RNG based. Keep searching for the other bunkers! Sooner or later you will also find the other ones. :)
Digital locks that you encounter are killbox doors, you will need killbox card to unlock them, once inside the killbox you will need wire cutters and screwdrivers with lockpicks to go through doors inside the killbox.
