I believe the order is engine alternator battery
You need a car Jack for it. Hold the car jack in your hands and approach the vehicle, hold F while aiming at the vehicle and you can set it into service mode. This mode is for example needed if you want to add or remove a tire to it. :)
At least you can test it, unfortunately I haven't been able to find a vehicle without a battery to experiment with. As soon as I get to my vehicle, I'll see if and how I can install and remove the battery.
Sometimes items do bug out, for example canister cant be filled, it is possible the same can happen to cars or batteries. It might work with another car or battery.
Try testing it in singleplayer. Just make a char press "t" and spawn the stuff you need.
