Still can't buy an engine.
I have seen some servers where you are able to put an engine in a car at the trader, and many other servers where it is impossible.
I wish someone would post how to get the engine replacement at the traders to work.
I have:
Pushed car to trader and put it on the lift.
Spawned and sold cars to the trader... didn't help
Not sure if this is necessary, but I purchased a repair kit, battery, alternator, even oil filter and cables... all in vain
gave myself 10,000 fame and $50,000
ensured I have advanced engineering.
I know there is a solution, but I can't find it.

I don't want to be rude, honestly, but if it was that simple I would have figured it out.
We have tried for hours and hours on our server, and we cannot get it to work.
Nothing we do will allow us to install an engine. it remains greyed out.
When anyone on our server hovers over the engine, the option is greyed out and not clickable.

Did you use the car-jak and is the car on or off the ground in the trader garage, I mean on the service platform?

As described in the patch notes I will repeat it here:

VehicleSpawnGroup.WolfsWagen.Max=50 (number of vehicles that will be available on the map both from trader and spawned in wild)
VehicleSpawnGroup.WolfsWagen.MaxFunctional=20 (number of vehicles that will be functional, this refers to vehicles with engines)
VehicleSpawnGroup.WolfsWagen.MinPurchased=5 (number of vehicles reserved for traders, this will be subtracted from the max number of vehicles on the map, for instance if you have that set to 50 as in this example only 45 will be possible to spawn in wild and 5 will be must to get purchased from trader)

All of this includes engines as well, if you already have 20 functional vehicles on the server you won't be able to purchase one from the trader or get the engine from him either.

So this is our current settings:

VehicleSpawnGroup.WolfsWagen.Max=80
VehicleSpawnGroup.WolfsWagen.MaxFunctional=80
VehicleSpawnGroup.WolfsWagen.MaxPurchased=40

I do not see the setting "VehicleSpawnGroup.WolfsWagen.MinPurchased" and we still cannot put an engine in a vehicle.

and there are definitely not 80 functional cars on the map, I found many last night with no engine. I pushed another one to the trader, put it on the lift, ensured I had enough fame and money, and I still could not get it to work.

this is ridiculous because people have no way of knowing if the server has already reached the maximum number of vehicles and they will be pushing the vehicles to the mechanic.

What kind of sense does this make? We have absolutely no way of knowing how many functional vehicles there will be on a server. So we have to push a car to the trader only to find we can't buy an engine?

Maybe this is how it was intended. But the fact remains, spawns are screwed. Doesn't matter what is in the vehicle settings for spawn amounts. The server decides what it wants to do. I have tried hard server resets, partial resets, and complete vehicle wipes. There is no in-depth information about the new mechanics and how they work. No info except vague tid bits about FP and item rarity.

I have tried just about everything and I am at my wit's end. I have tried making WorldMax more than MaxFunctional, equal to, and less than, all while having MinPurchase about 3/4ths or half the amount of WorldMax and MaxFunctional. No one can buy the engines. The current vehicles on the map are about a quarter of what the server settings indicate currently, as we just did a vehicle wipe.

There is no communication about anything. Please stop leaving us all the guesswork and vague information just in patch notes and work with us. I know it's not you personally Kick but ♥♥♥♥ me side ways, you know more than we do. If it is still a bug someone just needs to say so. It would be nice as well to see a list of bugs currently being worked on in the patch notes just so we, the community know that they are acknowledged.

So why in the hell are you having all of your players pushing 30 cars to the traders trying to install engines.
Why are you screwing over all those players making them waste their time with not one of them knowing that the car can't have an engine put in!
That is just so messed up!
Why waste the server resources in spawning them in in the first place!

Solo's and small squads are not going to be able to get or keep any of those 20 cars from the large squads that will steal/hoard them!

set max functional to 0
set purchase from trader for how ever many you want we went 65
Set the price of them to $10k for the WW
everyone is happy just go buy one!

I am curious if there needs to be 1 more hard server wipe. We did a hard wipe when .8 launched just to get them to spawn. Now that we are a few hotfixes in, maybe one more wipe?

I'm trying to help and explain you here, I have already explained how to set it up, you as a player can't know if you can purchase it before you get to the trader it purely depends on how many are already functional.
