Report a translation problem
The bulletin boards are spread around the island (not every town has one) and the posting will specify both the trader and the location of the trader (e.g.: B4 Mechanic) - this is the trader offering the specific quest and that trader is usually located in the closest trading post to the bulletin board (not always). You will usually have to return to the specified trader / trading post noted on the bulletin board to complete the quest.
Remember (from the other post) that you have to complete enough quests at the general trader in a specific trader area before quests from the mechanic, doctor, or armourer at that trader area become available.
There is a cool down period (by trader / trading post) after you complete the visible quests in the quest book where you have to wait for them to reset (basically to restock the quest book for that particular trader). If you are in sandbox (single player) or an admin in multiplayer you can adjust the default (vanilla) settings to give more quests per cycle (example: 6) and to lessen the length of the cool down period (example: 3 hours).
