Report a translation problem
Once you complete enough of the tier one quests at the armourer (6) the tier two quests will start to appear; once you complete enough of tier two quests (12) the tier three quests will start to appear. There may be a mix of tiers offered once you unlock a higher tier level - they do not all flip to the higher tier in the next quest cycle.
Below is what the armourer had to offer prior to 1.0; I do not think the Devs added any new "official" quests yet but they are on the roadmap for later this rear:

Even more frustrating since nobody else does quests, and thus, the ammo buying is blocked, and everyone is complaining that they cannot buy ammo, or other items.
This whole "quest blocks purchase" needs to be reworked, it cannot be that because ONE guy has the quest to "find duct tape", nobody in the server can buy duct tape until that one person finishes the quest.
Indeed, there will be a mix of tier 1 - 3 quests showing.
Here are some settings we are using on our multiplayer server:
scum.MaxQuestsPerCyclePerTrader=6
scum.MaxSimultaneousQuestsPerTrader=1
scum.QuestRequirementsBlockTradeableItems=0
This allows players to select from a list of 6 possible quests, to complete one at a time, and allows players to purchase quest items from the trader.
Sure, a questing player can buy fetch items to finish the quest, but it more-or-less never seems to happen given the cost of the items (given our economy settings) and the motivation (by most) to complete the quest naturally. Sure, some player will undoubtedly game the system to farm some fame - but blocking the purchase of certain items for other players seemed silly to us.
Plus, the number of fame points received by completing the quest may be less than fame rewarded naturally while the players were looting to earn the cash to purchase the items, especially at higher tier levels (and again given our economy settings).
You can adjust the values in these settings to adjust the lengths of time for quests:

You will then have to complete a number of quests at the General Trader - there is a quest book on his counter that you can interact with ("F"). After opening the book, select a quest at the General Trader by holding the space bar down to accept it (hold the space bar down until the quest is accepted). Your first quest will be to find a mobile phone from the General trader. You have to do this before other quests will be made available to you.
The Armourer quests (as well as the Mechanic and Doctor) are obtained in the same way. If you need to finish more quests from another trader first a message will tell you to do so when you interact with the Quest book.
Note:
Quests are tied to outposts, meaning you have to follow the same route (General trader first) at each outpost before you unlock quests from other traders at the same outpost. For example, completing quests at one outpost will not "count" at another outposts. When entering a new outpost always start with the General trader quests.
You can also accept quests from bulletin boards scattered around the island - and from your mobile phone (with a battery inserted and turned on).
