There's a chance that a silenced weapon will attract a horde. Depending on how many shots you fire, the higher the probability of this happening, even with silenced weapons. However, searching, a puppet call, and other loud noises can also trigger a horde, so it doesn't have to be just the weapon. This can happen especially in the heat of battle.
However, if you remain quiet and hidden during combat, the chance of attracting additional hordes decreases considerably.
As an example, last night I was creeping thru a town, killing with katana only until I saw it was nearing 50% wear so i switched to 9mm suppressed. First shot, headshot and a horde.

my "luck" has gone from it happening very rarely pre 1.0 to about half the time after 1.0
