Wear and tear come in various forms. The modifiers you can change in the server settings primarily relate to wear and tear over time, unless otherwise indicated, such as per shot for the rifle.
That means these modifiers apply to the damage over time that every item is subject to, like weathering. The exception is during use. If you use an item, it is subject to attrition damage instead of the DoT.
An example:
However, if you use the axe for an interaction, attack, or even woodcutting, it is subject to attrition damage. A different, unchangeable value is used for this.
The only difference is with firearms like a rifle. If you have:
Set as a modifier, a weapon only loses 0.1 of its actual attrition value per shot instead of 1. So, if we express this in tenths, instead of 10/10, you only do 1/10 damage per shot.
I use that method to be able to search box or container again and again without having to wait. I also make my weapons to NOT decay after firing
