Win 11 = problem alltogether
Windows 11, particularly the 24H2 update, has been reported to cause gaming issues, including color display problems, crashes, and freezes, especially when using the Auto HDR feature. Microsoft has acknowledged these issues and is working on a fix, but in the meantime, users are advised to disable Auto HDR or avoid updating to 24H2.

In rare cases, devices may freeze or display a blue screen with the "MEMORY_MANAGEMENT" error message when opening or playing certain games.

Some users have reported stuttering and frame rate drops, even with capable hardware.

For known issues for Scum due to EAC:

There are compatibility issues between Windows 11 24H2 and the Easy Anti-Cheat application, which can cause crashes and blue screens.

Affected Platforms and Updates:
Windows 11 24H2: The issues are primarily associated with the Windows 11 24H2 update.
Intel Alder Lake+ Processors and vPro Platform: The Easy Anti-Cheat issue specifically affects devices with these processors.
Easy Anti-Cheat Drivers: Most devices experiencing the Easy Anti-Cheat issue use drivers released before April 2024.

Make sure you have at least 16gb ram. This will solve a lot of issues.

From MicroSoft:

Support for Windows 10 will end in October 2025
After 14 October 2025, Microsoft will no longer provide free software updates from Windows Update, technical assistance, or security fixes for Windows 10. Your PC will still work, but we recommend moving to Windows 11.

I get much worse performance on 11 than 10, not sure why exactly maybe it's related to what CrankyOldMan said, I get the same-ish performance with 10 and Linux (including the Steam Deck) though, but it varies so you may have a different experience. The same goes for my performance with SCUM, though on Windows 10 and Linux (including the Steam Deck) the shadows and textures look horrid, on 11 it's more blurry for me, but I've got a feeling that's just some settings being changed somewhere.
I hope they make 12 better.
I'm going to do all I can too hold off for win 13. With all that and of coarse the number should be interesting.

I had win 7 on a Laptop and win 7 on my desktop when win 10 dropped. I upgraded to 10 on the desktop.

Poor laptop just was not up to the challenge. I think it knew that because just as I was finishing the upgrade on the pc the laptop's battery pack said it had enough and took out the whole laptop with it.

It's was like "I would rather die than install 10", attitude I think.

i run windows 10 on an i7 8700k with 32 gigs of ram and a ssd and scum works fine for me most of the time, my graphics card is a rtx 2600 super only the best for my pc but i only have a small 32 inch monitor so forgive me i`m poor.
I was running Scum on win 10 i7 8700k 16ram 1070ti
It ran just fine

I now have still the win 10 i7 8700 but upgraded last year to 32gb ram and the 4060ti.
Also added a 2tb ssd

I got around a 75-100% increase in fps along with some other improvements in the game play.

With my old eyes with partial color blindness the fps increase is hardly noticeable
Since win10 wont be supported after October, what then ?

Bloatware?
I use Win 11 with a Ryzen 7800x3D and Nvidia 3090, I have 24H2 installed, I have windows installed on a 500GB ssd and Steam on a 2TB ssd, the 2TB ssd has only got Steam games on it, nothing else, it runs Scum fine.
Music, Movies, Pictures and other games, all go to their own drives.
I remember when Microsuck said win 10 would be their last platform!

Yeah, Jerry Nixon said it about ten year ago, they won't stop producing Windows software, it's a good money spinner for them.
