How to move up Tiers in quests?

I seem to only complete tier 1 quests at the traders. I know about the POI quests that are more difficult. How do I rank up to tier 2? What about tier 3, is that in the trader too?

Please if you can direct me to information about this or tell me.

Quest Tier Progression:
To Unlock Tier II Quests - Player must first complete 6 Tier I quests

Also there is 3 ways of taking quests,mobile phone,public message boards and in person with the trader,a certain trader may not give tier 3 missions in person even if you have done the requred number of tier 2 missions for them,but may offer them on the phone or message board,,,so keep an eye on those too.
