Yes, you can change settings for the Traders but you will need to edit the so Called EconomyOverride.JSON for it. I will explain it to you step by step:
Also do not worry to try it. In case something went wrong or was changed you can anytime manually delete the JSON and start the game. This will recreate it on default settings and you can start again. (Or you create a backup prior.)
The EconomyOverride file or the Setting inside of the File ?
The "Appdata" folder is usually hidden. If you copy and paste my Direction into your file Browser it will lead you to the exact folder where the EconomyOverride.JSON is located. Alternately you also can unhide the Appdata folder.
When you open the File (If you found it) simply change the "0" to a "1"
Also You can increase Traders founds through normal gameplay aswell if you do not want to change the EconomyOverride.JSON . Trade with the outpost Sell and Buy to increase the outposts founds more and more. In a bit older safegame my cars dealer had about 144000 Cash aviable for example.
I can recommend Notepad++, it is a very reliable tool and free tool offering a great overview, especially with ini's and JSON .
Has nothing to do with any app store. Just ask Google for Notepad++, first entry is your link.
Download version 8.6.2, that's the latest.
