No, I have not had any issues today or yesterday (after the wipe). I am actually using a previously engine-less quad at the moment that I rescued and just repaired some damage I inflicted on it after selling some loot at the trader. I had no issues putting it in or out of service with the car jack, as shown below. I did so a few times to make sure it was working.
What exactly is happening when you try to place the RIS into service mode?
Is it happening in different locations?
Can you share the coordinates where this occurs?
You may be experiencing a bug, and if so, one of the mods will probably want to move this into the Bug Report section.

NUDGE it forward or backwards and try again.
As CrankyOldMan mentioned above, if you have tried nudging it around a bit into a level spot, what serilium said sounds like the answer.
But...
I know it is a silly question, but do you know that the jack has to be placed on the same side you are installing wheels on (e.g., installed from right hand side to install right hand wheels)? If not, you will not be able to install the wheel (pointing at the spot will show no prompt).
