You do need quite a bit of STR to use the ballista effectively. You can draw and shoot it with medium STR, but you'll only be able to hold the draw a second or so- if you don't shoot pretty much instantly, your arms fall apart and you're aim is effed. I'm currently running a bowyer with 4.6 STR and Advanced archery, they can hold a draw for a while on it.
