Also, keep scouting areas and check where players on the server you are playing on are moving to and what they are looting. :)
scums not a pvp run and gun game. you want Consistant pvp play rust
C2 Bunker it's huge and very close to a trader. Just camp it a little you won't have to wait long
For the record, I've played rust, but I prefer the pvp in scum, the mechanics towards gunplay and character control are far superior in scum. It's not official but there are good battle royal servers which offer consistent pvp.
For an official, I hang out in the big city, the loots pretty good and it's large enough that players spend time there while looting. It's not a small poi that you can run through in less than 10 minutes so you'll often to run into players there.
If you're thinking CoD, SCUM's PvP might not be for you.
The SCUM map is so vast that you can only meet other players on an active multiplayer server.
Why not play on a private PvP server with 30+ players?
PvP private server players will be proactive and will find you.

For me, My encounters are mostly at cargo drops. I play on low pop, 6 or 7 is usually max. Seen a random in a field and killed him. Went to cargo and seen a car there, I sniped one but the other got his loot into the car and left, I could not get an angle on the second player.
Cargo again and one player was inside waiting for me as must have heard my footsteps coming, I got them tho, pistol was faster than shotgun but I was limping and wounded.
I begin to heal and only loot one crate when I hear a car coming, I had to limp out to the nearest bush and two players got out, I was so close hoping they didn't see me.I just waited and watched as they were pretty geared.
Cargo, I made a successful loot of it and headed back to my car, a player had found it, waited till I opened the door to get in and killed me, lol.
Cargo again and Open door to a guy standing there like a deer in headlights I just blasted before thinking but poor guy was a fresh spawn, had nothing at all, probably waiting for the timer to run down. Sorry dude.
Most resent I hear Gunshots in a town, I use global chat but they dont reply, I sneak in and find their locked car surrounded by dead puppets. I was starving so risked asking again for a trade of food for some ammo. I say Im upstairs in the building above your car and camped, covered the entry door. A guy cam in, then the second, I probably coulda blasted them both from my position ,or they could have tried to fight too, but we made the trade and that was cool, because it was outside of a safe zone and it was risky to trust anyone.
Those kinda interaction are more rare than pvp in an official server.
Anyway, as someone who Likes survival with a "chance" of PVP, I see it enough on a very low pop server to keep it entertaining. I also found that players tend to build or base themselves in areas kinda close to a trade post.
