Report a translation problem
If you're on the SCUM official discord - before you remove the lock, report it and a game server admin could come check the name of who put the lock on your car and then investigate how they did it - so if there's no reasonable way they could've entered your base they will see who did it and can at least keep an extra eye on the person unless they ban him/her.
I'm sure. I've had enough playtime to know. The strange thing is that the car has an open hood, like I found it in some city.
If you suspect illegal activity, please contact SCUM Support[scum.help.jagex.com] directly with as much and comprehensive information as possible about the incident so that an investigation can be initiated.

Honestly, I'm tired of dealing with nonsense. Most likely this is another bug....
I got a reply that they don't have enough information to check. I wrote the server and the exact time and location of my garage! It's now clear why the game has such bugs. The developers can't find my base after I gave the coordinates and time...
